Public management in tourism and development of tourist destinations in a Brazilian state: an analysis of the strategic planning of tourism in Minas Gerais (2007-2010)

Abstract

This study analyzed the Strategic Planning of Tourism in a Governmental
mandate in order to understand the relationship between Public
Management in Tourism and the Development of Touristic Destinations in
Minas Gerais state, Brazil. To cope with this task, the data were
collected by means of interviews, documents and bibliographies, being
interpreted with the support of the content analysis technique. The results
indicate advances and limitations of the actions planned pro-tourism
development in Minas Gerais, as well as discussions that go beyond the
boundaries of this territory, including new trends and allowing reflection
on regional tourism that encompass, among others, issues such as:
the approach to touristic promotion and commercialization of destinations
by public state; the implementation of a state
touristic tax concerning Municipal Tourism (Touristic "ICMS" ) and the
Municipal Tourism Councils; appointing problems related to the continuity
of the so-called Touristic Circuits; the need for the social
management of the touristic destinations; and discussions about future
actions for touristic development in the states and municipalities.
